ロシアによるウクライナ侵攻、イスラエルのガザ攻撃等、各地で紛争の火種が絶えない中、かつてないほど、核兵器が使用されるかもしれないというリスクが高まっています。私たちを取り巻く国際情勢は複雑化を極め、緊迫する中、目まぐるしいスピードで外交、貿易など色々な側面に変化が表れてきています。

Armed conflicts, such as Russia's invasion of Ukraine and the ongoing conflict in Gaza, continue to pose significant risks and take the lives of innocent people. The current state of the world is far from achieving sustainable peace. In these ongoing conflicts, nuclear-powered countries are threatening the use of tactical nuclear weapons or announcing potential military attacks on nuclear facilities. Some nations are reconsidering nuclear deterrence theory despite its severe humanitarian risks. The landscape of international politics is changing rapidly, impacting diplomacy, trade, and other aspects of international relations.

そのような中、国連訓練調査研究所(国連ユニタール)広島事務所では、2015年以降、計10回にわたり「核軍縮・不拡散広島研修」を約200名のアジア・太平洋の外交官を中心に実施してきました。同研修は、広島県および広島市の支援を受けて実施しており、外交官を広島に招へいし、被爆地において核兵器がもたらす人道的被害や国連が主導する核軍縮への取り組みついて多角的な視点から学び、国際的な舞台で核軍縮に向けて前進できるような人材を育成することを主な目的としています。国連ユニタールの日本国内における公式支援団体として、国連ユニタール協会はこの広島での事業の実施に連携して取り組んでいます。

Facing this difficult reality, nuclear disarmament remains one of the UN’s highest priorities. The United Nations Institute for Training and Research (UNITAR) Hiroshima Office, located in the symbolic city of Hiroshima, has a strong interest in nuclear disarmament. Since 2015, the office has conducted training sessions focused on nuclear disarmament, with this year marking the 10th session. These training sessions have gathered around 200 diplomats and government officials from Asia and the Pacific to engage in discussions about the history, discourse, and future of disarmament and non-proliferation efforts. As the official support organization of UNITAR in Japan, the UNITAR Association is supporting to implement this project in Hiroshima.

これらの研修活動を通じて参加者が、1)世界的な核問題に関する議論の現状についての知識を強化し、2)核兵器不拡散条約(NPT)や核兵器禁止条約(TPNW)などに関する国際会議における交渉スキルを向上させ、3)広島での経験を通じて核兵器の人道的影響に関する理解を深めることを目指しています。

The main objective of the training program is to enhance the capacity of diplomats to effectively communicate and negotiate the advancement of the nuclear disarmament agenda at international conferences, such as the Non-Proliferation Treaty (NPT) and the Treaty on the Prohibition of Nuclear Weapons (TPNW). Through one-week in-person training sessions in Hiroshima, Japan, the program aims to empower diplomats from Asian and Pacific countries by helping them to: 1) gain knowledge of the current state of the global nuclear debate and the humanitarian impact of the atomic bomb, 2) strengthen negotiation and communication skills at international forums, and 3) establish regional and international networks to work on this issue.

同研修では、国際原子力機関(IAEA)、国連軍縮研究所(UNIDIR)、国連アジア太平洋平和軍縮センター(UNRCPD)、および長崎大学核兵器廃絶研究センター(RECNA)などの国内外の専門機関と連携し、国連を主導とする核軍縮への取り組みを学び、そして、広島の被爆者による講話、広島平和記念公園や広島平和記念資料館の見学、地元で核兵器廃絶の活動をしている市民や若者を交えた交流の機会も取り入れ被爆の実相を伝えています。

The program is developed in coordination with experts from the International Atomic Energy Agency (IAEA), United Nations Institute for Disarmament Research (UNIDIR), Research Center for Nuclear Disarmament Abolition (RECNA), etc., who lead efforts in nuclear disarmament. Participants not only visit the Hiroshima Peace Memorial Museum and Peace Park, but they also have the opportunity to communicate directly with survivors of the atomic bomb, hearing their experiences and their determination to prevent such a tragedy from happening again. Through these experiences in Hiroshima, the participants gain insight into the humanitarian consequences of nuclear weapons. This knowledge will greatly inform their discussions on nuclear weapons in the diplomatic arena.

このように、外交の場で積極的に核兵器廃絶に貢献する人材を育成するため、国連ユニタールは今後も同研修を継続していきます。現在はアジア・太平洋諸国の外交官を対象としていますが、今後は中東やアフリカなど異なる地域の外交官にも同様の研修を提供し、核兵器廃絶の必要性を伝え、核軍縮の前進を目指せるようご協力お願いいたします。

As such, the UNITAR Association is committed to continuing its support for UNITAR's Nuclear Disarmament Training Programme, aiming to engage a wider range of participants from around the world and advance the current situation. 研修に参加された外交官の方は、核兵器不拡散条約(NPT)や核兵器禁止条約(TPNW)など核兵器に関する国際会議に出席し、研修で学んだ交渉術を生かしています。また、このような国際舞台では、研修中に構築した他のアジア・太平洋諸国の外交官とのネットワークを活かし、実際の交渉に挑んでいます。

Diplomats who participated in the training aattend international conferences on nuclear weapons, such as the Nuclear Non-Proliferation Treaty (NPT) and the Treaty on the Prohibition of Nuclear Weapons (TPNW), and have applied the negotiation skills they have learned during UNITAR's training programme. In these international conferences, they are also taking advantage of the networks they built during the training with diplomats from other Asia-Pacific countries to engage in actual negotiations.
