■はじめに

この度の令和2年7月豪雨により、お亡くなりになられた方々のご冥福を心よりお祈り申し上げますとともに、ご遺族の皆様にお悔やみを申し上げます。また被災された皆様には謹んでお見舞い申し上げます。
コロナ渦がまだ落ち着かない中で、追い討ちをかけるように起きた九州豪雨災害。2020年7月3日からの梅雨前線の停滞による大雨により、九州地方をはじめとして、広域にわたり甚大な被害が発生しています。
熊本県の球磨川や大分県の筑後川、岐阜県の飛騨川など各地で河川が氾濫、59名が死亡、17名が行方不明となっています。(2020年7月9日11時現在・内閣府)
私たちの活動拠点である福岡県においても、大牟田市で2名が死亡したほか内水氾濫による被害、久留米市で越流や冠水による被害が発生しています。

■ 私たちの想い
私たちは、2017年7月に発生した九州北部豪雨の災害支援をきっかけに設立された「在宅被災世帯」を中心に支援活動を行なう団体です。
災害は発災直後だけが注目され、短期での活動で終わってしまうことがほとんどですが、被災者に「寄り添う支援」を実現していくためには中長期での活動が必要になります。
熊本地震以降、毎年災害が発生しており、平成29年7月九州北部豪雨(福岡県朝倉市)、平成30年7月豪雨(愛媛県大洲市)、令和元年8月九州北部豪雨(佐賀県大町町)では、これまでの経験を役立てたいと思い活動を行ってきました。そして「寄り添う支援」を現在も被災地で続けています。
こうした中、今回またしても大規模な災害が起きてしまいました。
立て続けに起こる災害に、私たちの活動は小さな力かもしれませんが、ぜひ皆さまのお力を貸していただき、被災地や被災者の方々に「寄り添う支援」を引き続き行えるよう、ご支援をどうぞよろしくお願い致します。
■今日までの活動
【福岡県大牟田市】
大牟田市のボランティアグループ「Inspire」さん、JRVC九州さん、JRVC朝倉チーム螢火さんと協働で、「おおむた災害サポートチーム」を運営し、大牟田市内で被災された家屋の床下乾燥作業や、家財の運び出しを行っています。
【福岡県久留米市】
久留米市社会福祉協議会と連携し、「JRVC九州」さんと協働で、久留米市内で被災された家屋の床下乾燥作業を行っています。
また、作業班の活動と同時に、ニーズ班による地域での聞き取りも行っています。
床下浸水の場合は、家財も濡れていないことから、「そのままにしたら自然に乾いて問題ないだろう」と思われがちです。
しかし浸水時に泥が堆積している場合もあり、泥のかき出しや、床下を十分に乾燥させてから消毒しなければ、室内にカビが生える原因となります。
先災地では、泥も流入していないため床下乾燥をせずに生活を続け、カビの繁殖や細菌の室内充満により、呼吸器疾患を発症した方もいらっしゃるほどです。
地域の方が安心して自宅で過ごせるよう、「床下浸水だから大丈夫」という方にもお声がけし、床下状況の確認を行ったり、必要に応じて乾燥作業やかき出し作業を行っています。
床下の乾燥作業は数日かかります。面積が広いお宅や、家屋の増築により床下が繋がっていない場合などは、1軒に複数台の送風機を設置しなければなりません。地域の方々からご相談を受けても、資機材の数が限られているため、なかなか迅速に活動を進められない難しさもあります。
ボランティア活動のための資機材や、生活面で配慮が必要な方々の訪問活動のための支援物品なども必要です。
復旧のための支援策が受けられない小規模の災害地域への活動のため、皆さまのご支援をよろしくお願い致します。
YNFでは、活動に参加する際のマスク着用はもちろんのこと、必ず作業前と後に手洗いの徹底を呼び掛けるなど、コロナウィルス感染対策を行いつつ、活動を実施しています。
■ 今後の活動予定
私たちYNFは、現地の行政機関等と相談しつつ、必要とされている活動を柔軟に行っていきます。また熊本県内では、地元の団体として支援活動をしているくまもと友救の会や九州キリスト災害支援センターの後方支援活動を行っており、同時にオンラインを使用した遠隔支援を行っています。

この状況のなか、YNFは福岡県内の被災地の大牟田市と久留米市の支援団体等関係機関の方々、全国のNPO団体等と連携しながら活動しています。
発災直後は報道された被災地でありますが、熊本県と同じようにボランティアの受け入れを「県内の方のみ」と制限されているため、復旧作業にあたる「人手不足」という課題を抱えています。
私たちはあきらめていません。
どうすればいいかわからなくて、困っている人が目の前にいる。
立て続けに起こる災害に、目を背けたくなる時もあります。
そんな辛いときも、皆さまからいただく勇気づけられる言葉やあたたかいご支援のおかげで、「生活再建」という長い時間のかかるテーマに取り組み続けられています。

Non profit organization YNF is:
An organization that supports "affected families living in their damaged house", which was established during the disaster in northern Kyushu in July 2017.
No matter how many lives are lost during the disaster, there is not much support over the medium to long term.
It is also true that there are some affected people who cannot receive much support due to the “support disparity” that occurs depending on the evacuation style of those people.
Based on not only "disaster recovery" but also "reconstruction of life," we carry out mid- to long-term support activities while staying close to the affected people until "reconstruction."
We would appreciate if you could support us for housing reconstruction project for affected families living in their damaged house who cannot receive enough support.
Introduction
We would like to sincerely pray for the souls of those who died due to the heavy rain in July 2020, expressing our deepest sympathies to the bereaved families. We would also like to extend our deepest sympathies to all the affected people.
While the corona virus is still raging, the Kyushu rain disaster occurred as one misfortune followed another. Due to heavy rain with the stagnation of a seasonal rain front since July 3, 2020, the Kyushu region and other areas are suffering enormous damage.
Rivers have flooded from the Kuma River in Kumamoto Prefecture, the Chikugo River in Oita Prefecture, and the Hida River in Gifu Prefecture, etc. 59 people have died, and 17 people are missing. (As of 11:00AM on July 9, 2020, Cabinet Office)
In Fukuoka Prefecture, which is our base of activity, two people died and an inland flood occurred in Omuta City. Another damage was caused by an overflow and submergence in Kurume City.

Our thoughts
We are an organization that supports "affected families living in their damaged house", which was established during the disaster in Northern Kyushu in July 2017.
A disaster usually draws third people’s attention only right after the disaster. In most cases it ends up in a short-term support activity. However, in order to realize "Support closer to the affected people”, support activities in the medium to long term are necessary.
Disasters occur every year. We have continued activity making use of our experiences after heavy rain in northern Kyushu in July 2017 (Asakura City, Fukuoka Prefecture), heavy rain in July 2018 (Ozu City, Ehime Prefecture), heavy rain in northern Kyushu in August 2019 (Omachi Town, Saga Prefecture) ). And we are still continuing to support the people in the affected areas.
Then, another large-scale disaster occurred this time.
Our activities may have only small power for the continuous disasters, but please help us so that we can continue to support the regions and people affected by the disaster. Thank you for your cooperation.ctivities till today
【Omuta City in Fukuoka】
In collaboration with Omuta City's volunteer group “Inspire”, JRVC Kyushu, and JRVC Asakura Team Hotarubi, we are running the “Omuta Disaster Support Team” to help drying underfloor of affected houses and moving out furnitures in Omuta City.
【Kurume-City in Fukuoka】
Cooperating with the Kurume City Council of Social Welfare, we help drying the underfloor of affected houses in Kurume City, in collaboration with "JRVC Kyushu,". In addition to the activities of the work-group, the needs-group also conducts interviews in the affected regions.
【Hitoyoshi-City in Kumamoto】
A logistical support for the Kumamoto Yukyu no Kai. The Kumamoto Yukyu no Kai investigates the needs of the affected families living in their damaged house in the disaster area. Based on this information, YNF provides the materials and equipment necessary for disaster volunteer activities.
In the case of underfloor flooding, people tend to think "it will dry naturally and there will be no problem," since household goods are not wet. However, there are cases where mud accumulates during flooding, which can easily cause mold to grow in the room unless the mud is scraped off or the underfloor is thoroughly dried and then disinfected.
In the past disaster areas, some people have continued to live without drying under the floor since there was no mud inflow. Some of them have developed respiratory diseases due to the growth of mold and the filling of bacteria. To help local residents spend their time at home comfortably, we try to help those who said, "Flooding is underfloor only, so we are all right," by checking the underfloor status and performing drying and scraping work as necessary.
It takes several days to dry under the floor. If a house has a large area or if the floors are not connected due to the expansion of the house, multiple blowers are necessary in one house. Even if we receive consultation from local affected people, it may be difficult to help them quickly because the number of materials and equipment is limited.
Materials and equipment for volunteer activities, and support items for visiting people who need help in daily life. We would like to help, as much as possible, small disaster areas that cannot receive support measures for recovery and at-home victims who cannot receive enough support.
In addition to wearing a mask when participating in support activities, YNF is always taking measures against new coronavirus infectious diseases, such as asking volunteer staff to thoroughly wash hands before and after work as well as the below:
Staff shall have neither close contact with positive or symptomatic persons nor history of travel outside the prefecture or overseas within 2 weeks.
Staff shall bring and wear masks and gloves during work
Staff shall bring a thermometer to check fever on the day
*If the fever is 37.5°C or higher on the day, participation will be refused.
Staff shall keep cough etiquette, hand washing, thorough disinfection of fingers etc. before/after or during activities
Future activity plan
We, YNF, will flexibly carry out the necessary activities while consulting with local government agencies. In addition, in Kumamoto Prefecture, we are also backing up logistical support for the Kyushu Christ Disaster Support Center which continues support activities as a local organization. At the same time, we are providing remote support on online.

Under these circumstances, YNF is working in cooperation with related organizations such as support groups of Omuta City and Kurume City in the disaster area of Fukuoka Prefecture as well as with NPO groups nationwide.
Immediately after the disaster, those areas were reported as an affected area. However, as Kumamoto Prefecture, the acceptance of volunteers is limited to "people from the same prefecture only". Therefore there is a problem of "lack of manpower" for restoration work.
However, we have never given up.
There are people in front of us who don't know what to do.
Sometimes we want to turn away from continuous disasters.
Even in such a difficult time, thanks to everyone's encouraging words and warm support, we can continue to work on the long-term theme of "life reconstruction."
